ASBESTOS ABATEMENT ALTERNATIVES

 Neither the Environmental Protection Agency nor most states mandate removal of asbestos-containing materials (ACM).  Removal would be necessary for significantly damaged ACM which cannot be repaired and which is located in a public building.  ACM in good condition should not emit asbestos fibers.

It is the airborne fibers which, when inhaled, provide the possibility of contracting an asbestos related disease.  Suspecting that ACM is present means the building owner has choices.  There are alternatives: Repair, Enclosure, Encapsulation, Operations and Maintenance (O & M) Program, and Removal.

 

REPAIR- If there is minor damage, repair is possible.  Some areas may have been damaged due to water or contact.  Some repairs for these areas can be accomplished using a rewettable cloth.  Measures should then be instituted to prevent the damage from reoccurring.  A certified asbestos abatement contractor may be required for this alternative.

 

ENCLOSURE- The location of some ACM may allow an air-tight enclosure to be built around the ACM.  If the material has minor damage, repairs should be made first.  State certification may be required.  If the material is not damaged and an enclosure can be built without disturbing the ACM, then state certification may not be required.

 

ENCAPSULATION- This is a process of applying a sealant onto the ACM which then binds the asbestos to the substrate or binds the ACM together.  This method may not be used for all ACM types.  However, if it is used, a certified asbestos abatement contractor may be required.

 

O & M – Leaving ACM in good condition in place requires an O & M program.  The program is designed to (1) clean up asbestos fibers previously released, (2) prevent future releases by minimizing ACM disturbance or damage, and (3) monitor the condition of ACM.  The program should continue until all ACM is removed or the building is demolished.  A certified asbestos abatement contractor may be required for cleanup.

 

REMOVAL- Full removal is considered to leave the building occupants free from the negative health effects caused by exposure to airborne asbestos fibers. A certified asbestos abatement contractor may be required for removal.

 

Your State/Tribal Health Department has lists of certified inspectors and abatement contractors.  Prior to any abatement you should discuss the abatement alternatives with the contractor to determine the best course of action for you.
